How would you define quality?

I agree whole-heartedly with your rally cry of "quality."  How does PPC propose to look at quality?  I would agree that physicians are best qualified to define quality (as Deputy Director of the Office of Health Policy at TJU, I deal with this question daily) but most physicians would be hard pressed to define the "ingredients" of "quality health care"...its like pornography..."they can't define it, but they know it when they see it."
